(been almost a MONTH since i've posted!) Not neccesarily true my fellow fan. They are sized by their vehicle modes. THOSE are what they use to scale them accordingly. (now adays it seems they AIM higher at making the robots in scale too, but still the alt modes first)

Yeah, I knew Leader Bulkhead wasn't going to tower over Voyager Prime like he does in the show, I just didn't think he might actually still be shorter.

Transformers toys are sized more by total volume than by height, so someone as fat as Bulkhead is always going to be extremely short for his size class, while an extremely thin character like Lockdown is going to be quite tall.

It would appear so. I've seen a video and pics and they all seem to have him at the same height or a little below Prime. I'm not sure what the deal is with the scale on these figures, but it does irritate.
