That's Primal Prime, the Beast Machines recolor of Beast Wars Optimal Optimus! Grouped as it is with other Power of the Primes artwork, it's safe to assume that Leader Class Optimus Primal, AKA Optimal Optimus, was considered for release in this color scheme. We've wondered before if Power of the Primes hadn't been shortened or altered to make room for Siege, and the presence of further planned recolors that got as far as the package art stage (along with the fact that three of the Prime Masters were only available as SDCC exclusives in the end) don't hurt that hypothesis any. Alternately, it's possible that the SDCC Throne of the Primes set was originally intended to be released as Primal Prime instead of as Optimal Optimus in Season 1 Optimus Primal colors. At any rate, a neat look at an almost-produced toy!
